Simcoe County has taken a bold step to address homelessness and addiction, unveiling new Homelessness and Addiction Recovery Treatment (HART) hubs that promise life-changing support for vulnerable residents.
On November 1, 2025, the Ontario government launched its network of HART hubs in Barrie, Orillia, and Midland, dedicating nearly $550 million to expand access to vital mental health and addiction services across the province. The initiative aims to connect those facing homelessness, substance use, and mental health challenges with tailored support, delivered in partnership with the County of Simcoe and the City of Barrie.
Each HART hub acts as a comprehensive resource centre. Services range from crisis intervention and withdrawal management to supportive housing, employment programs, primary health care, and community outreach. The approach is rooted in collaboration between government and local partners, determined to offer a stronger and more connected safety net for those struggling most.
Vijay Thanigasalam, associate minister of mental health and addictions, described the move as building “a stronger, more connected system of mental health and addictions care that better reflects the needs of communities and focuses on lasting recovery.” The sentiment was echoed by Barrie Mayor Alex Nuttall, who called the launch “a critical step forward for Barrie and for the people we serve.”
For local leaders like Basil Clarke, County of Simcoe warden, these investments offer an “incredible resource now available to support those living unhoused in the region who are battling addiction.” The shared vision is clear: to weave care, compassion, and public safety into a coordinated response that addresses root causes and creates lasting change.
The HART hubs have already begun serving residents since summer, and more are planned across Ontario. Simcoe County stands at the forefront of a new era, where the community’s most vulnerable are met with action, empathy, and hope.
