Inside the fluorescent-lit halls of the Barrie courthouse, the fate of both art and reputation hung in the balance as justice confronted one of Canada’s most notorious Indigenous art scandals.
Jeff Cowan, a man whose dealings once traced a line from Niagara-on-the-Lake to St. Thomas, now finds his name indelibly linked to fraud. A jury found Cowan guilty on four counts for orchestrating the sale of inauthentic Norval Morrisseau paintings, a verdict reached after two days of deliberation that reverberated far beyond courtroom walls.
The case unravelled a network where Cowan, operating with elderly accomplice Jim White and aided by certificates from David Bremner, introduced a torrent of forgeries into the market. Buyers, lured by the promise of genuine Morrisseau works, fell prey to meticulously crafted pieces that bore the outward signs of authenticity, but not the master’s touch. The evidence, presented by the Crown, dissected signatures and canvases with almost forensic precision, laying bare the deceit at the heart of the scheme.
White, having already pleaded guilty and serving house arrest, took the stand to describe his role—collecting art from Cowan and passing it through a network of buyers, always under the illusion of legitimacy. Even Bremner, called by Cowan to support his cause, conceded that greater effort was needed to confirm the provenance of the art.
Cowan, unbowed and representing himself, insisted he was being scapegoated for a wider issue—arguing that true provenance for the volume of Morrisseaus in circulation was a fantasy. Yet, the jury sided with the prosecution, their decision closing a five-year legal odyssey that saw eight individuals charged but Cowan alone choosing a trial.

Morrisseau’s name—once a beacon of Indigenous artistic achievement—has been shadowed by the proliferation of fakes.
