Student visas to Canada tumble as cap takes hold

Nearly 90,000 fewer international students received Canadian study permits in the first half of this year, a drop that has sent shockwaves through post-secondary halls and local communities alike.

Canada’s reputation as a destination for global talent faces a defining moment. With the federal government’s introduction of a cap on international student visas in early 2024, the volume of study permits issued from January to June slumped to just over 36,000, a stark contrast to the 125,000 issued in the same period a year prior. Immigration, Refugees and Citizenship Canada (IRCC) confirms the trend isn’t limited to approvals; applications themselves have fallen sharply, dipping to 302,795, compared to nearly 400,000 the previous year and more than half a million in 2023.

IRCC spokesperson Laura Blondeau points to this downturn as evidence that new measures are achieving their intent. According to Blondeau, the department remains focused on “attracting top global talent to help grow our economy.” She emphasizes continued collaboration with provinces, educational institutions, and stakeholders to plot a sustainable path for international students, even as eligibility for post-graduate work permits has tightened.

For much of the past decade, Canadian colleges and universities expanded their international recruitment efforts. Many schools grew dependent on the higher tuition fees paid by students from abroad, often several times greater than those charged to locals. The withdrawal of this steady financial stream has forced many to reconsider budgets, programming, and even their role within local economies that benefited from student spending.

The numbers, stark as they are, also carry human weight. The promise of education as a gateway to Canadian life—a pitch that once boosted applications—has taken on new layers of uncertainty. While IRCC maintains the long-term health of the system is paramount, institutions and communities are left to reckon with swift changes and the question of what comes next for Canada’s place in the global education landscape.
